Panasonic LCD TV Flashing Strobe-like Picture?

We have a problem with our Panasonic LCD TV. This is a 32-inch LCD TV (model # TC-32lx600) with Time Warner Cable HD DVR cable box HDMI hooked. When the TV is on, the picture intermittently (like a strobe light effect), and the image is always in motion, the Windows Flim age. Other connections like component does not work and other inputs like DVD players and a PS3 (same effect). Please help or any suggestions instead of buying a new one or get a repair. If this TV for 18 months.

    HDMI can exhibit strobe-like flashing…

    I suggest unplugging both the TV set and the Cable box to reset both computers….leave it unplugged for 5 minutes.

    Then plug the cable box in first, followed by the TV set. Give it two minutes, then turn on the Cable box followed by the TV right after it….

    Why all this “do this first, then this next”? To assure proper handshaking between the Cable box and the TV set.

    Now, if you still have that strobing problem at this point THEN you KNOW your TV set needs a new signal board….
